ServerManager.exe and srm.exe won't launch

I'm trying SharpShell for the first time. When I try to launch ServerManager.exe, either by double-clicking it in Windows Explorer or through a command window, I get an error dialog in which the title is the full path of ServerManager.exe, and the body gives the same path followed by "The specified path does not exist."

I unblocked this .exe in its file properties, and did the same for Apex.WinForms.dll, SharpShell.dll, and srm.exe, and tried "Run as Administrator". The behaviour never changed; I kept getting the error dialog.

If I try to launch srm.exe, I get exactly the same behaviour, except that the error dialog shows the path to srm.exe.

The version of Apex.WinForms.dll is, and the version for the other files is "". I'm running on Windows 7 Ultimate SP1 (64bit).

Did I miss a prerequisite somewhere?
